Why Does This Happen?
For starters, traditional swimming pool design uses small, concrete blocks called dobies to hold rebar in place as concrete dries. Due to common practices during the construction phase, dobies can tip over causing rebar to hit the soil and rust.
Additionally, old techniques involving rebar where the pool slopes create another list of potential structural problems.
